The idea behind early invention is that a child’s developmental delays can be addressed best when they are discovered early. The Early Intervention Program for Infants and Toddlers with Disabilities (also known as Part C) is a federal program that provides for services and supports to children birth through 2 years old at risk for developmental delays or disabilities. These services can include speech–language therapy, occupational therapy, physical therapy, assistive technology, and more.

There is no charge for an early intervention evaluation to determine if your child is eligible for services. (1.7.) If a child is found eligible for the EIP, all needed early intervention services are identified in collaboration with the parent and must be authorized by the municipality. The New York State Early Intervention Program (EIP) is a public program for children under the age of three who are either suspected of having or at risk for developmental delays or disabilities. Children who are suspected of or at risk of delay can be referred, and eligibility is determined if the parent consents to participation. Eligible children must be referred to the county's municipality program to receive EIP services .
For information on how to make a referral you can call the Growing Up Healthy Hotline (1-800-522-5006). EIP is funded by New York State and county governments. All EIP services are provided at no cost to parents. Health insurance may be used for approved services. When Early Intervention services are delivered in child care settings or community locations that require a fee, the parent is responsible for any associated costs with such access to child care or community locations. A child's eligibility for the program can be determined only by state-approved evaluators under contract, and all services must be authorized by the county. The municipality will arrange for service providers based on the individualized needs of the child and family to deliver services through EIP authorized by the municipality. High 5 Kids Therapy is an approved agency of NYS's EIP and under contract with NYC, Nassau and Suffolk Municipalities to deliver EIP services.
